Open Challenge to SSP Engineers
AN  OPEN  CHALLENGE  TO  SARDAR SAROVAR DAM  ENGINEERS
Withdraw statement that 3.48 crore units electricity will be produced daily by SSP dam. Or sign a legally enforcable bond to pay the shortfall below Rs 2500 crore every year.


Executive Summary:  On April 2 2006 the Sardar Sarovar Project (SSP) engineers stated emphatically in a major newspaper that 3.4 crore units  of electricity valued at Rs 7 crore  will be generated every day once the SSP dam's height is increased to 121.9 mts. Annually this amounts to Rs 2500 crores of electricity.  Their strategy is to exaggerate the benefits so that Indian citizens, state governments and the Supreme Court will be lured away from the pressing issues of the 35,000 families being displaced by the dam.  Their  rehabilitation needs to be accomplished before the dam is built further.  In reality,  the hydro-electric component of SSP dam is costing in excess of Rs 5500 crores (and rehabilitation has already cost an additional Rs 2000 crores with bulk of it pending).  As per the Narmada Control Authority's own documents and web-site, the reliable electricity generated will amount to Rs 2 crore a day ( Rs 730 crores a year) when the SSP dam is built to 138 mts  (at 121.9 mts of SSP it will be about 20% lesser  and at the current 110.6 mts it will be another 15% lesser) and will go down to just Rs 25 Lakhs a day (Rs 90 crore a year)  in the next few years when waters are diverted for irrigation after completion of  canal networks on the Narmada river.  The reality makes SSP, which along with its irrigation canals is projected to cost Rs 40,000 crores, financially unsound and this is another skeleton in the dam engineers' closet.

It is important that scientists and engineers do not make false claims and cheat the general public.  Scientific and development fundamentalism is as bad as if not worse than religious fundamentalism.  As scientists and engineers from across the world, we are putting our names on this petition demanding that:

a)  the SSP engineers stop exaggerating benefits and to stick to scientific truth and honesty in their analysis.  We urge them to  issue a public statement correcting their Rs 7 crore per day  statement for the electricity generated.   Or, if they feel the dam will indeed generate that much electricity we challenge them to sign a legally enforcible bond that makes them responsible for the shortfall if any, below Rs 7 crores a day (Rs 2500 crore a year).  We  expect that  the shortfall will be about Rs 1500-2000 crore  every year in the initial few  years and will rise to an even higher Rs 2300 crores a year once the Narmada river irrigation canals  are completed  and the river water is diverted to the  canals.

b) that the real issue of rehabilitation of the tens of thousands of affected families below 110.6 mts as well as below 121.9 mts be seriously taken up and until they are rehabilitated by provision of alternate agricultural plots, houses and schools for their children the construction work on the dam be halted as is the law laid down by the Narmada Tribunal Award and upheld by the Supreme Court of India in Oct 2000 and March 2005.
