BACKGROUND:

Himanshu Kumar, a Gandhian activist who has been working in Dantewada, an area in Chhattisgarh, India, for the last 2 decades, has begun an indefinite hunger fast on Dec 26th, 2009 against the backdrop of increasing atrocities on the Vanvasi (tribal) communities. The state, corporations and police have together intimidated them systematically to displace them for mining or forest exploitation projects, through beatings, rapes, detentions, custodial torture, and murders. Reports suggest that more than 5000 civilians have been killed and injured, scores of women have been raped and more than 250,000 people displaced from their tribal lands with over 644 tribal villages burnt and destroyed, This violence has intensified with the deployment of tens of thousands of military forces to the region in addition to the State police, and the state’s creation of Salwa Judum paramilitary vigilante groups to combat the Maoists in the area.

Himanshu ji and other volunteers with Vanvasi Chetna Ashram (VCA), had been implementing various initiatives like health, water and sanitation programs in the villages over the years. Its members have also filed around 600 cases in court against police for gross misconduct and violence against people. In retaliation, the police demolished the ashram on May 17th, systematically threatened its volunteers, intensified violence, and and are have been detaining VCA member Kopa Kunjam since December 10. His lawyer, Alban Toppo from Human Rights Law Network, was also detained for a day and reports that he and Kopa were badly beaten in custody. In addition, another volunteer named Sukhnath has been arrested under false charges under the Chhattisgarh State Public Security Act (CSPSA).

Recently, the district administration and Salwa Judum mobs together halted peaceful mobilizations by VCA in Dantewada and prevented people from traveling in the area. Four rape survivors were beaten on December 16th by the police officers accused in their case and were forced to attest that they had filed the cases under pressure from Himanshu. In response to this escalating and impossible situation for these peace-loving activists to continue their work, Himanshu Kumar has decided to go on an indefinite fast. He makes no demands, but does have long-standing wishes for the state:

1. Stop displacement of tribals from the region; create a terror free atmosphere to rehabilitate people who have fled to other places.

2. Immediate implementation of the Superme Court order dated 17/10/2008 asking for the rehabilitation of the displaced villages.

3.The immediate release of Kopa Kunjam and Sukhnath and the protection of their lives.

4. Bring the police personnel to book who are responsible for the beating up of Kopa Kunjum and Alban Toppo in custody.

5. Ensure the safety and justice of tribals who have lodged complaints, especially the rape victims.
